  • 1.1 Policy Overview and Intent

    This policy establishes the operational standards, expectations, and requirements for participation in scheduled bookings.

    It is designed to ensure reliability, consistency, and operational integrity across all approved vendors.

    All vendors are responsible for understanding and complying with this policy as a condition of participation.

    1.2 Scope of Application

    This policy applies to all approved vendors participating in scheduled bookings within the established scheduling system.

  • 2.1 Vendor Application and Approval

    All vendors must complete an application and receive written approval prior to participation eligibility.


    All booking requests are subject to review and discretionary approval. Nothing in this agreement guarantees approval, scheduling, or participation.


    No vendor has entitlement to approval or guaranteed access to bookings at any time.


    The administration reserves the right to approve, deny, limit, suspend, or revoke participation at any time.

    2.2 Agreement Term and Renewal

    Approved vendors enter into an annual agreement.

    Renewal is subject to review of operations, reliability, and compliance history. Renewal does not guarantee continued participation or booking eligibility.

  • 3.1 Scheduling Process and Structure

    Scheduling is based on vendor requests and operational requirements.

    Booking requests may only be submitted within the system’s active scheduling window, which limits how far in advance requests can be made, and must also meet the system’s minimum notice requirement prior to the scheduled date.

    All submitted booking requests are reviewed individually and are subject to discretionary approval. Requests do not guarantee approval or assignment.

    3.2 Booking Commitment Requirements

    Vendors should only submit dates they are fully able and prepared to fulfill.

    Once a booking is approved, it is considered a binding commitment. Failure to fulfill an approved booking is treated as a cancellation under this policy.

    Vendors are expected to plan operations with the understanding that committed bookings carry inherent operational risk, including foreseeable and unforeseen circumstances such as weather, scheduling conflicts, and personal availability constraints.

    3.3 Attendance and Service Standards

    Vendors must arrive on time, be fully operational at the start of service, and remain open for the full scheduled duration unless sold out or otherwise authorized.

    All pricing must be clearly displayed, and operations (including noise and generator use) must remain respectful of the surrounding residential community.

    3.4 Cancellation Definition

    Any failure to fulfill an approved booking is defined as a cancellation for purposes of this policy, regardless of cause, timing, notice, or intent.

    3.5 Unauthorized Operation

    Vendors may not operate outside approved dates, times, or locations.

  • 4.1 Reliability Requirements

    Repeated cancellations, delays, or booking fulfillment failures may impact scheduling eligibility and future consideration frequency.

    Reliability is evaluated based on operational impact and fulfillment history.

    4.2 Weather and External Conditions Policy

    All weather-related cancellation decisions are the sole responsibility of the vendor.

    The administration does not advise or direct vendors regarding weather-related cancellations, forecasts, or operational impact decisions.

    Weather conditions are considered part of standard operational risk assumed by the vendor when submitting booking requests.

    All cancellations, regardless of stated reason, are recorded as cancellations under this policy. Weather conditions do not create a separate cancellation category or exception status. This includes circumstances affecting perceived or actual safety and does not constitute grounds for exception, waiver, or non-performance classification adjustment.

    4.3 Cancellation Fee Waivers

    Cancellation fees are generally non-waivable. Waivers may be considered only in limited, extenuating circumstances and are not guaranteed.

    All waiver decisions are made at the sole discretion of the administration and are evaluated on a case-by-case basis based on the specific circumstances presented and their operational impact.

    Approved waivers are intended for exceptional, infrequent situations. Approval of any waiver does not establish precedent and does not guarantee or imply future approval under similar circumstances.

    All determinations are final. Vendors may not dispute, contest, or appeal waiver decisions, and no further review is required or provided once a determination has been made.

    Vendors are expected to plan operations with the understanding that committed bookings carry inherent operational risk, including foreseeable and unforeseen circumstances such as weather, scheduling conflicts, and personal availability constraints.

    Discretionary determinations are independent and are not required to be consistent with outcomes in other individual cases or across vendors.

    4.4 Pattern of Reliability Review

    The administration reserves the right to evaluate vendor participation eligibility based on patterns of operational impact resulting from cancellations, delays, or booking fulfillment failures.

    Assessment is based on the effect on booking execution, scheduling efficiency, service continuity, and overall community perception of scheduled vendors and the program as a whole, including situations where repeated or recurring disruptions negatively influence guest trust, satisfaction, or perceived reliability.

    Perception includes both formal and informal sources of feedback related to vendor reliability, including direct communication, guest input, and publicly observable or operationally encountered information. It is not limited to formal reporting channels and does not require vendor awareness or acknowledgment to be considered.

    Evaluation is strictly performance-based and operational in nature and does not consider or validate the personal circumstances behind individual cancellations or disruptions.

    Repeated or recurring operational disruptions may result in a determination that operational impact thresholds have been met, triggering enforcement actions under Section 4.5, including reduced booking consideration frequency, Conditional Booking Status, suspension, or removal from eligibility, with or without prior notice.

    Findings under this section may directly trigger Conditional Booking Status under Section 4.5.

    Operational impact thresholds are determined administratively and are not required to be predefined or numerically defined.

    4.5 Conditional Booking Status

    Conditional Booking Status may be applied at any time when operational impact thresholds defined in Section 4.4 are met or exceeded.

    All booking requests are subject to review and discretionary approval regardless of vendor status. No vendor is entitled to approval or guaranteed booking consideration at any time.

    Conditional Booking Status does not alter the fundamental approval process, but may affect eligibility and frequency of consideration for future bookings.

    Conditional status may include, but is not limited to:

    • Reduced frequency of booking consideration

    • Limited eligibility for future bookings

    • Temporary suspension of booking eligibility

    • Administrative restriction of scheduling access

    Conditional Booking Status may be applied, modified, or removed with or without prior notice and does not require advance warning or progressive escalation.

    Placement under Conditional Booking Status does not guarantee restoration of prior eligibility level and is subject to ongoing operational review.

  • 5.1 Annual Participation Fee

    A $100 annual participation fee is required for eligibility.

    Failure to maintain payment status may result in suspension or removal from eligibility.

    5.2 Cancellation Fees

    A $25 cancellation fee applies to all canceled approved bookings regardless of reason or timing.

    Cancellation fees must be paid in full prior to approval of any additional booking requests.

    Vendors with outstanding cancellation fees may have booking access temporarily restricted, including removal from the booking platform, until all balances are paid in full.

    5.3 Reinstatement Fees

    A $75 reinstatement fee is required following suspension or removal.

    • Reinstatement does not guarantee future booking eligibility or consideration.

    • Reinstatement does not remove or reset prior performance history.

    • Reinstatement is a privilege and subject to full administrative discretion.

    5.4 Renewal and Outstanding Balances

    Renewal is subject to approval and requires all outstanding balances to be resolved.

  • 6.1 Policy Authority and Updates

    The administration retains sole authority to interpret, enforce, and update this policy at any time.

    Fee structures remain fixed for the contract term once signed, but operational policies and enforcement procedures may change at any time.

    All discretionary decisions are exercised in support of operational consistency, scheduling integrity, and community standards.

    6.2 Enforcement Actions and Remedies

    Violations may result in warnings, suspension, reduced eligibility, financial penalties, or removal. Enforcement actions may be applied at any stage without requirement for progressive steps or prior escalation.

    All enforcement decisions are final and at sole discretion of the administration.

  • 7.1 Professional Conduct

    Vendors must maintain professional conduct at all times.

    7.2 Compliance, Suspension, and Removal

    Noncompliance may result in immediate suspension or removal from eligibility.
